Abstract

I applaud the Initiative of the Supreme Court of Justice to commemorate the forty years of life, inspiring, renewing, guiding, of the Universal Declaration of Human Rights.
When a people is overwhelmed by certain problems of special gravity, which alter or may alter its usual way of being, and even jeopardize its economic and social stability, as well as its freedom, it requires moments like these, which 'and allow to affirm its faith in fundamental values and find new starting points in the relentless struggle for individual and social well-being , both at the level of the State to which it belongs and contributes to training, and in the international piano, where the modern State carries out much of its activities, as a member of a community of nations of very varied cultures and political regimes.
Of the many and various issues that are part of a country's concerns, in search of its happiness, in Cosía Rica calls us to carefully reflect on the functioning of public institutions, in close and vital relation to the well-being of citizens, as well as their behaviour, which is too often prone to the use of the ways in fact , contrary to the rule of law, and to breaking moral condies which, since 1821, have been part of the scale of values characteristic of the Costa Rican nation; once because of an excessive eagerness for matter enrichment! easy and messy social life; results both of a fundamentally evasive attitude of difficult problems, typical of decaying societies.
