Abstract

It is advisable to dwell a little on the analysis of some basic concepts that somehow relate to the subject at hand. According to Lemus (1975), it should be noted that the three factors of the administrative process are: human, structural and economic. For him, coordination and control are the most important administrative functions of these three aspects. This author considers that administration is a dynamic and evolutionary process, which continuously adapts to and influences political, social, economic and technological conditions. In addition, it should be assumed that the principles found in books and documents are illustrative only, since it is for the officials themselves to develop, adopt, agree to determine the body of principles for their respective area and level of work, taking into account the fundamental laws of the country, the principles of the area at the higher level and the characteristics of the activity in question.
