Abstract

I was asked by the President of ANFE to say a few words of welcome and introduction to the Seminar. I am happy to do so, but I note that the foolishness you can express is not attributable to him, nor to this Association, nor to the Seminar on Public Law of the Autonomous University of Central America, which sponsors the event.


Why a seminar on the Costa Rican Judicial Model, and why at ANFE, will attendees be asked. For three reasons we answered.


1) Because, as our Vice-President explained, having analysed the political, economic, social, educational, tax and agricultural model (analysis that became four books and two broad pamphlets), we always had the feeling that one dedicated to the "legal model" or, more restrictedly, our "judicial model" was missing.


2) Because we are convinced that the legal problem, and more specifically the legal problem and more specifically the judicial problem, affects not only lawyers and inkwells, but also and mainly the just and therefore the development of our nation. We tend to believe that economic development, a concern which has a very important weight in this Association, depends almost exclusively on the social, political and economic conditions of the country and, therefore, on the substantive content of social, political and economic norms, leaving out the judicial system and the process in general. Nothing more wrong.
