Abstract

One of the necessary conditions for planning any work is to have clear, concecised and reliable data that allow timely decisions to be made and can project the achievement of the proposed objectives.
"Planning is the rational activity that aims to decide on the allocation of scarce resources in the achievement of multiple objectives, through appropriate means for obtaining them" (Vargas, Eddie, p. 17).
Planning is therefore necessary and essential when resources are scarce, as strategies and priorities must be established, with a number of forecasts being made on future situations.
If education is seen as a political project, the body responsible for planning it is the central government, through the Ministries of Planning and Education. This emphasis on the political does not in any way exclude the technical or economic definitions, nor the philosophical conceptions that, on man, the world and life are aspired to have. The education system is the structure organized by society to educate its members and educational planning must specify the statements expressed in the country's education policy.
