Abstract

After the Ambassador's interesting statement, I would like to refer basically to what has been a substantial transformation in Costa Rica's foreign trade policy from, I would say, about five, six or seven years ago and that it is of enormous importance to be able to understand what the response is and what Costa Rica's response to the Initiative of the Americas will be.
Since the 1980s, Costa Rica's foreign trade policy began to undergo substantial transformation and, over the years, it has defined itself and I dare say that it is already well established today. This change in trade policy is not coincidental, of course, but responds to the decision taken to foster greater openness in our economy and greater insertion into international markets. Indeed, this new foreign trade policy is the indispensable complement to a number of actions taken domestically: this is how the decision to promote exports, particularly those of non-traditional products, and their results, basically the increase and diversification thereof, demand that the country focus on achieving two major objectives: on the one hand, to achieve greater access to international markets and , on the other hand, gain greater discipline in international trade.
