Abstract

I appreciate the invitation made to me by CAPEL and the Inter-American Institute of Human Rights to give you my views on this subject.


There are three major areas in which the Office of the Office intervenes, more or less directly, with expenditure of an electoral nature. I will refer to each of them in the following order. First, the Contraloria as an authority that monitors national budgets. Secondly, the role of the Contraloria as a body responsible for procurement control in the public sector. Finally, the role that the Contraloria has in controlling the expenditures of political parties in electoral processes, and to which I will refer more broadly.
