Characterization of job supply and employment in Costa Rica's Atlantic Huetar region

Abstract

The Atlantic Huetar Region (RHA), which coincides with the territory of the Province of Limón, has an area of 9,179 km2, covers 18% of the national territory, had in 2000 a population of 339,295 inhabitants. According to that year's Population Census, it accounted for 9% of the country's population.1 Estimates of the National Institute of Statistics and Census (INEC) raised this figure to 372,954 inhabitants in 2004.


One of the problems that the inhabitants of the region have identified most strongly in the many workshops and meetings with community organisations, local authorities and civil society is the lack of employment and, more specifically, the lack of well-paid employment. In some instances, this requirement is qualified in terms of economic opportunities and business development to "form small entrepreneurs" or develop business skills, not just as "selling labor".


Clearly this reflects the characteristics and dynamics of the regional economy and the social processes that have affected the region, in particular the character of banana enclave, the evolution of port activities, the organization of the labor force, the immigration of settlers and low-wage foreign labour, the interrelationship of three main ethnic groups with different traditions , cultures and aspirations, globalization and openness of the economy, processes that have helped to shape attitudes towards local economic and social development and in particular towards work.
