Professor for thirty-six years of History of Thought, former Minister of Education of Costa Rica, former Deputy, co-founder of the Autonomous University of Central America, Rector of it since its foundation in 1976; author of several books and many articles, Commander of the Civil Order of "Alfonso El Sabio"; Grand’Ufficiale Dell’Ordinare al Merito della Reppublica Italiana; Officer in the Order of Academic Palms of the République Francaise; “Democracy and Freedom Award” from the Costa Rican Chamber of Commerce (1990); Honorary Academician of the Chamber of Genealogical Sciences.

Abstract

A few days ago I had the honor of being visited by the President of the National Institute of Learning, Mr. Guillermo Vargas Salazar, in order to invite me to participate in this opening ceremony with a few words related to the "stop on the road" that the entities in charge of professional training in the continent, gathered at this Inter-American Conference on Education and Labor, carry out with the high objective of facing wisely the revisions that impose the productive reconversion, the vertiginous technological development, the modernization or new conception of the role of the State. , the collapse of ideological borders, the emergence of a globalized economy and other issues related to and derived from them.
