Abstract

The administrative procurement process is essential in the work of public administrations; there can be no effective and efficient provision of public services or a faithful fulfilment of the objectives of the State, if public procurement is not carried out. Procedures are then required to comply in a timely manner with the satisfaction of public or institutional interests. Processes, in turn, now mean binding compliance with a number of operational and probity statements; on the second, it is essential to consider that to effectively alleviate corruption, it requires ethical public servants. Administrative procurement is therefore, in all cases, a state activity attached to operational statements of constitutional status, including, and others of ethical tinge.
