Abstract

Burki and Perry have recently published a work whose central theme is the economic reform agenda for Latin America and the Caribbean over the next decade.1


According to the authors, in 1994 there was a degree of euphoria in Latin America. All countries had already taken significant structural measures and implemented major reforms: the readjustment of public finances, trade opening, deregulation of the financial system, privatization of public assets, the foreign investment regime (p. 14). This effort was believed to be possible to achieve high economic growth rates sustainably within a framework of macroeconomic stability.
