Abstract

I have long observed that rational criticism in favour of the desirability of the granting of public works is based on the argument of the limitation of public resources that prevent the carrying out of infrastructure works, which are deemed indispensable. This is, in essence, a correct way of approaching the problem: moreover, it is based on the economic principle of scarcity, which can be summed up in the view that there is always a limiting one - the budget - that reflects the scarcity of resources in the face of the infinite human desires or needs to be met and which, therefore, requires the choice or choice of priority which ones are to be satisfied. I consider, for this overriding reason, that it is inevitable that the analysis of the problem of the grant of work is precisely part of a budgetary constraint.
