Abstract

At the beginning of modern history it was considered necessary to incorporate the opinion of the owners in decision-making, a position that responded to a frank minority and that came to increase the privileges of a few (the commons and the Brahmans, for example). These spaces were not recognized as a guarantee for the fulfillment of the collective interest. Subsequently, public structures are impacted by the market and spaces for participation and consultation are again opened, this time for the productive forces. In this way, sectors that assume the representation of the collective are consolidating and at the same time reducing the functions of the State.
