Abstract

Luis Herrera Campis, in his work The political parties and power, defines that a political party is “a group of men who profess and preach certain doctrines in order to make effective the public good in the Government, as an organ, and in the society. ”1 This idea, which in itself is very valuable if it effectively constitutes the raison d'être of any political party, has not always been the norm that has led to the institution of these political groups in Costa Rica. In fact, practically during most of the 19th century and a good part of the 20th, our country saw the emergence and growth of political parties with a «caudillista» orientation, in which the first was «the strong man», then «the party» and therefore last "the program", which, on or on a few occasions, not even to see the light.
