Abstract

The question of human rights has become in the last twenty years the most controversial and abused of all legal-political questions.


Although the contemporary concept of the rights of every man by virtue of being a man dates mainly from 17th century English thinkers - on precedents from the classical world and the Middle Ages - the political instrumentalization of the term has occurred since the end of the called Cold War, very particularly since the international agreement in Helsinki in 1976 and the government since 1977 of Jimmy Carter in the United States.
