Abstract

Legislative Commissions arose in England in 1882 and were subsequently adopted by almost all European parliaments, as a result of the inability or impossibility for deputies in plenary session to examine and discuss a large number and complex bills, correspondence pieces. and other documents.
The deputies, members of the Commissions, acquired and developed specialization in their subject or discipline, a situation that contributed to legislators becoming experts in the different areas of the Legislative Assembly's work.
