Abstract

In Rome begins what can be considered as the true municipality. Rome established its hegemony throughout central Italy and then began the conquest of all western cities known up to that point to form the Roman Empire.
In many populations of Italy by the 4th century a. C. the municipal organization already appears. In most of these cities there was a revolution of the lower social classes aimed at snatchering from the patriarchal aristocracy the right of the city, obtained almost always at the cost of great struggles. Hence it has been said that the origin of the town halls was due to the struggle between the commoners and the patricians of ancient Rome.
The law lulia municipalis (45 BC) provided that the status of city would be given to those territorial constituenies that were organized as provided for in this law which also guaranteed their autonomy. The city in turn was divided into districts for administrative purposes, enjoyed separate legal existence and held their own assemblies.
