Abstract

In 1964, the well-known futurologist André Cayeux enunciated in the magazine El Planeta, what he called the LAW OF ACCELERATION OF PROGRESS and today, 31 years later, it is fulfilled to the letter: "Man goes through each new stage with rapidity average five times higher than the previous stage. He also points out that, in retrospect, it can be said that the 90's really began in 1989 (when the Berlin Wall collapsed), and in a decade of uncertainty and transition turbulent, nothing guarantees success. Every nation, rich or poor, faces new challenges of competition and adaptation to the new rules that emerge.
