Abstract

According to Theodore Schultz, education, experiences, skills, health, etc. They are conquests of the peoples and the future productivity of the economy will be determined by the abilities of human beings, as primary factors in building the future.
But the skills of human beings do not develop fully without adequate education, or at least with the possibility that the population has to know how to read and write. This phenomenon is closely related to the socioeconomic conditions of the countries. There is a special relationship between poverty and illiteracy. As a country's per capita income declines, so does the ability of its citizens to learn to read and write. This has its exceptions, such as the United Arab Emirates, a very rich country with high illiteracy rates, or Thailand and Ethiopia, which have regional illiteracy rates lower than the average of countries with similar economic development.
